Arts@MSP, a partnership between the Airport Foundation MSP and the Metropolitan Airports Commission, is seeking non-profit arts organizations and galleries to curate exhibitions in its Concourse Display Cases spaces throughout Terminals 1 – Lindbergh and 2-Humphrey at Minneapolis-St. Paul International Airport (MSP).

More than 36 million people travel through MSP every year, garnering the selected organizations and galleries an unprecedented opportunity to share their own exhibitions and artists with an ever-changing international audience.

The curated display cases fulfill the mission of Arts@MSP: To enhance MSP Airport’s image; create community relationships; enrich the public’s experience; and promote a sense of place through arts and culture.

Background

The Metropolitan Airports Commission, owner and operator of MSP Airport, is in the midst of a multi-year restroom renovation project that will include Concourse Display Cases. When completed in 2025, more than 30 to 40 Concourse Display Cases will be constructed in Terminals 1 and 2.

The overriding goal of the project is to provide attractive, inspiring displays that engage travelers to learn more about Minnesota and its arts community. The selected organizations and galleries should curate exhibits that also improve the physical and psychological qualities of the space. The artists’ work will help make the display area both easily identifiable and add to the quality of the travelers’ experience.

The new Concourse Display Cases embrace and emphasize museum-quality exhibition space balanced with a modern, timeless design using warm, inviting light-colored finishes.

The new Concourse Display Cases will:

Prioritize guest education and ease of understanding exhibit as well as engage travelers during the length of time required to use the facility
Create the prototype for curated exhibits in both terminals
Offer the customer a memorable experience
Improve aesthetics
Provide education and entertainment wherever possible
Conform to the mission of the Master Art Plan and exhibition standards determined by MSP Airport
Provide unified and durable material and fixture standards to reduce maintenance and repair costs
Incorporate sustainable materials and practices

Project Description

This solicitation is open to non-profit organizations that promote arts in the region. The selected non-profit arts organization will create a theme and total of two to four display designs for the Concourse Display Cases that complement the adjacent women’s and men’s restroom design. One set of designs will be selected and installed for a year in one of five display cases installed in the newly refurbished restrooms at T-1. Dimensions and location of the five Concourse Display Cases currently being made available are:
C1: 5’4” W x 5’9.5” H
E3: 13’4” W x 5’9/5” H
C4: 10’8” W x 5’10” H
South Main Mall 10’8” W x 5’10” H
North Main Mall 5’4” W x 5’10” H

Fabrication may be a part of the non-profit arts organization’s contract. However, Arts@MSP will be responsible for overseeing the installation of the artwork per specifications provided by the non-profit arts organization.
Acceptable materials for installation must be durable, easy to clean, and compliant with airport display equipment.

Requirements

Experience with large-scale, three-dimensional public art installations Exhibits may be historic, scientific, educational, or artistic in nature
Must be able to complete the designs by August 1, 2016
Preference may be given to a regional artist

Qualification Information

Please submit the following information collated in the order indicated below, not to exceed 14 pages total. Submit one (1) hardcopy original, plus one (1) flash drive that contains a PDF of the qualifications. The following elements are required:

1. Letter of Interest
Not to exceed two typed pages, the letter must include:
a. Name, address, telephone number and email address of the non-profit arts organization
b. Statement of interest. This should demonstrate a clear understanding of the project scope and intent.
c. Describe your experience collaborating with corporations and contractors
d. State your schedule and availability to accomplish this project

2. Background
Include the following:
a. Information related to the organization
b. Extent of experience with installations of large scale public artwork
c. Descriptions in which your work has been displayed in exhibits outside of your arts organization

3. Materials
a. Describe materials you have used on previous projects and how they match the criteria outlined in the Project Description
b. Include maintenance recommendations based on past experience with the materials you have used and would propose to use

4. Artist Installation Involvement during Installation: Indicate your preference for your involvement with the installation of the artwork.
a. Artist allows Arts@MSP to install artwork
b. Artist supervises installation

5. Example Projects
a. Please provide at least three (3) examples of similar displays you have created. Include photographs, a description, the cost for materials and installation, and the location for each project.

6. References
a. Provide reference information for at least three (3) of the projects included above. Include a contact name and phone number for the client.

Process
As per the Master Plan, the solicitation of artists for this project will be open.

A selection panel including representatives from the Metropolitan Airports Commission, the Airport Foundation MSP, the Minnesota State Arts Board, and the arts community will conduct a lottery and draw the names of five non-profit arts organizations from the entries. The five arts organizations selected will have their exhibit proposals reviewed under the evaluation criteria, and be interviewed by the selection panel. If approved, the five arts organizations and proposals will be forwarded to the full MSP Arts and Culture Steering Committee (Committee) for its approval. A contract specifying the rights, responsibilities and term will be supplied.

If an exhibit proposal does not meet the evaluation criteria, the selection panel will select another organization’s name from the lottery and review its proposal.

The evaluation criteria for selection of the finalists to be interviewed will be based on:
1. Professional qualifications, and experience
2. Creativity, quality and strength of previous work submitted for review
3. Experience with installations of this scale, and similar environments
4. Appropriateness of previous work scope to this project
5. Successful demonstration of experience working with design professionals, and as a member of a team
6. Appropriateness for the MSP airport audience
7. Alignment with overall Arts@MSP program goals
8. Design quality
9. Handling requirements
10. Scheduling availability
11. Associated costs

Arts organizations selected will be required to provide a proposed work plan that includes how it will involve the Metropolitan Airports Commission and the Arts and Culture Steering Committee in the process.

Interviews may be conducted in person, via telephone or via videoconferencing, depending upon the availability of the artist and committee members.

The Committee, the Airport Foundation and the Metropolitan Airports Commission reserve the right to reject any and all qualification statements, to re-advertise, to waive minor irregularities and informalities, to adjust deadlines, and to negotiate with any, all or reject all of the artists.
